Digital IELTS Testing Expands in 2025 and has Started to Replace Paper IELTS

The IELTS has continued its rollout of computer-delivered testing across more locations worldwide and in some countries has replaced paper IELTS completely. 

If you’re comfortable with typing and navigating digital platforms, this option offers faster results—typically within 3 to 5 days—and a more flexible schedule compared to the traditional paper-based test. This shift caters to the increasing demand for quicker results among candidates applying for universities, work permits, or immigration.

IELTS Paper-Based Test Now Tied to Residency Requirements

The IELTS paper-based test has introduced a significant new requirement: test takers must now have residency in the country where they plan to take the exam. When registering through the British Council’s global system, users attempting to book a paper-based test are met with a notification confirming this policy.

Exceptions to the Rule

There are specific exceptions to this residency requirement:

  • Refugee Status: Individuals with recognized refugee status are exempt from the residency rule.
  • Countries Without IELTS Availability: Test takers from nations where the IELTS is not offered can also request an exemption.
  • Free-Movement Areas: Residents of areas like the European Union may be able to take the paper-based IELTS in other member states, even without direct residency.

Speculation on Security

Many have speculated that this policy shift aims to enhance the security of the test. By restricting access to local residents, the change could potentially reduce instances of fraud, impersonation, or other breaches of test integrity.

However, the organizations behind the IELTS—British Council, IDP, and Cambridge—have not yet commented publicly on the rationale for this update.

Canada Introduces New Immigration Pathways for 2025

Canada continues to lead as a top destination for skilled migrants, with its government announcing additional immigration pathways this year. The updated Express Entry program now includes category-based selection targeting healthcare professionals, tech workers, and STEM graduates. IELTS scores remain a key requirement, with a minimum of CLB 7 (equivalent to IELTS 6.0 in all bands) for most pathways. New Zealand Eases Residency Rules for Skilled Workers

New Zealand’s immigration policy has introduced new benefits for skilled migrants, with faster residency options for those working in sectors such as healthcare, construction, and IT. Applicants must demonstrate English proficiency, and IELTS General Training is a common requirement for most visa categories. Scores of 6.5 overall are typically expected for residency pathways.

The US Focuses on STEM Talent with H-1B Visa Updates

The United States continues to prioritise skilled workers in STEM fields under the H-1B visa program. While the US does not mandate IELTS for most visa categories, many employers and academic institutions require proof of English proficiency. 

Achieving a high IELTS score can strengthen your profile, especially for job applications and university admissions.
